Dr. Linda Davis, 52, was a beloved special education teacher at Herman W. Hesse K-8 school in Savannah, Georgia, who was tragically killed on February 16, 2026 during a high speed chase involving Immigration and Customs Enforcement (ICE) and Department of Homeland Security (DHS). Moments before the tragic accident, federal agents were conducting a traffic stop of Oscar Vasquez-Lopez, 38, a Guatemalan national with no criminal record who was issued a final order of removal by a federal judge in 2024. Vasquez initially complied but then fled the scene engaging federal agents in a high speed pursuit before eventually colliding with the vehicle Davis was driving in. The collision happened less than half a mile from the school she was headed to that morning. Davis subsequently died at the hospital. Her death raises important legal and policy questions about high speed vehicle pursuits to enforce civil immigration orders. Local law enforcement limits high speed pursuits to individuals suspected of violent felonies. If the federal agents would abide by local law they would have always had options to eventually arrest Vasquez and Linda Davis would still be alive. A former colleague of Davis described her as someone who “always made you feel like you mattered”.
